The District Guard of District 28 is responsible for defending and securing the city’s periphery and federal properties; once activated, it signifies the occurrence of major incidents, including riots, terrorist attacks or natural disasters. When District 28 was first established, it was a very backwards and chaotic place. Exiled or sentenced criminals were sent to the dozens of prisons in the district. The Guard was therefore extremely necessary, with mandatory service implemented for citizens. Yet surprisingly, following the long-term effort of the previous District Chiefs, the city has developed rapidly, attracting peoples from different galaxies and races. Nowadays, it has even become a popular destination for interstellar refugees, increasing pressure for border security.

However, citizens today are unwilling to join the Guard, as they refuse to change their comfortable lifestyle or take on risky jobs, which has contributed to the successful re-election of the current District Chief, Studds. District Chief Studds promised to bring reform, so that military service would become optional rather than mandatory. The Chief of Staff and Ignes Fatui scientists proposed the “Cloned Energy Mass Plan”. They would develop Cloned Mass Energy (CEM) robotic soldiers, who have high levels of intelligence and the ability to execute complex operations, but without emotional awareness, and lacking in any sort of personality. Citizens may pay for these robotic soldiers to be built and maintained as a substitution to their own military service, thus the robotic troops are known as the Scapegoats.

但居民們卻越來越不願意為軍隊效力，不希望打亂原有的生活，承擔更多風險。現任區長斯塔茲競選連任成功，就是抓住了這一點。他承諾進行改革，讓居民可以選擇不到軍隊服役——克隆能量體計劃，由他的首席幕僚長同時也是來自伊格尼斯法圖伊的科學家提出：開發克隆能量體機械士兵，沒有情感意識和個性，卻有著高度智慧和執行力，居民可以出錢讓這些士兵代替自己服役，從此被稱為「替死鬼」部隊。
